Minutes of the Meeting of Lockton Parish Council held on Monday May 13th 2013 at 7.30pm in Lockton Village Hall


Present: Cllrs. Chester Brown, Liz Stead, Jennifer Halmshaw, David Stewart & Chris King. Clerk Jackie Edenbrow.

The Parish meeting was not required.

Annual General Meeting of the Parish Council.

A1305/01 Appointment of Officers
Jennifer Halmshaw proposed that Chester Brown remained as Chairman & David Stewart seconded this. Liz Stead proposed that Jennifer Halmshaw remained as vice-chairman & David Stewart seconded this. Chester signed the Declaration of Office form.

There were no apologies.

A1305/03 Minutes of last AGM
These were agreed & signed as a true record.

A1305/04 Accounts
The Clerk handed out the accounts & summary accounts for the year 2012/13. These were discussed and the Parish Council unanimously accepted the accounts. The accounts were signed by Chester Brown & the Clerk.

Minutes of the Meeting of Lockton Parish Council held on Tuesday March 25th 2014 at 7.30pm in Lockton Village Hall

1403/04 Matters arising/ ongoing:
/01 Brown bin collection - cemetery
In July there will be a charge for the garden waste collection. Most of the waste at the cemetery is wreaths & flower wrappings. It was decided not to pay for collection.
/02 Undergounding electricity
There has been no response to the email enquiry.
/03 Sewage blocking drain
The Clerk has emailed Yorkshire Water but has not had a response.
/04 Highways Capital programme 2014/5
The Clerk has emailed NYCC but has not had a response.
/05 Parking
The Clerk is still awaiting a response from NYMNP Planning & NYCC Highways.
/06 New laptop
The laptop & software has been ordered from ComputerFX in Malton. It should be ready for collection in the next couple of days.
/07 Dog fouling/ dog bins
There has been an improvement in the village but it was decided to put another note in the next Cryer.
/08 Grass cutting – mower service / risk assessment
Chris King has resigned as grass cutter. There had been interest in the work after Chris offered to do it last year. It was decided to ask George Brown if he was still interested in doing the work. If not, an advert will be put in the next Cryer. The Clerk prepare an agreement for the grass cutting. NYCC Highways require a risk assessment agreement & insurance details again this year. The Clerk will arrange this when the new grass cutter is known.

/01 State of church wall
The wall near the Youth Hostel is starting to collapse. The Clerk will arrange for this to be looked at.
/02 Maintenance of village noticeboard
Tony Edenbrow has offered to oil & repair the noticeboard if the Parish Council will pay for any materials. This was agreed.
/03 Traction engine rally
Some concerns have been raised about the possibility of this event taking place at Saltersgate. However it would appear that the site is not suitable.

The Annual Meeting has already been booked for Monday May 12th.

1402/03 Minutes of last meeting

1402/04 Update on Ryedale District Council issues – Cllr Geoff Acomb will be attending
Street cleaning, maintenance of lamp poles, brown bin collection, etc
D.Cllr Geoff Acomb had ensured that street cleaning had taken place in the village after the Clerk had told him that this work had not been done even though it had been requested two or three times. He said that it should be done 3 or 4 times a year. In future when the Clerk requests this service, he should also be notified. Geoff also clarified the position on responsibility of lamp posts. RDC carry out maintenance work but the poles are the Parish Council’s responsibility. It is necessary to ensure that Northern Powergrid arrange with NYCC to replace wooden poles with lighting with new lamp standards. He also confirmed the pricing for brown bin collections. Every household will receive a letter shortly detailing the arrangements. Where the annual fee is paid, the bins will have barcode stickers which indicate which household they belong to. He was asked what the position was with bins at the cemetery, village hall, church & play area. He said that he would find out. He was also asked about the problem of household ash which the tip regarded as rubble & required payment for its disposal. He would find out & confirm arrangements.
Geoff was thanked for attending the meeting & then left.

The work has now almost been completed. David Stephenson will ensure that the final work is completed shortly.
/02 Undergounding electricity
The email has been received by Mick Allard, Northern Powergrid but there has not been a response.
/03 Sewage blocking drain
Ongoing.
/04 Highways Capital programme 2014/5
Ongoing.
/05 Parking
There has been no change in parking arrangements at the west end of the village. Work is still ongoing at determining the
ownership of the pavement by the Old Reading Room.
/06 New laptop
PCX in Pickering now say that they are unable to supply a new laptop. The Clerk will look elsewhere for one.
/07 Dog Fouling
This seems to have improved since the note on the front page of the Cryer.

1402/06 Correspondence:

No one was able to attend this meeting.
/02 NYMNP – Friends of Moorsbus
The Moorsbus has never come to Lockton when fully funded. So this will not affect the Parish.

The play area & visitor centre will reopen in May.

The Clerk had replied to this request for details of noticeboards & newsletters in the village.
/11 National Energy Action – Fuel Poverty Needs Assessment
This questionnaire was aimed at community charity groups.
/12 Aon – revised policy schedule – letter
The revised schedule was due to the inclusion of the seat by the lime tree. Aon had not sent this out at that time & this omission has just come to light.
/13 Warram Parish Council – update on road safety
This Parish Council has also found out that it is impossible to get road improvements even when there has been an accident.
/14 Glasdon – bin brochure
No interest. However the Clerk was asked to find out how much a new dog bin would cost.
/15 Any late post – Malton Against Superstore
This group is bringing together all groups who oppose a large store getting planning in Malton.
/15 Any late post – NYMNP – Minerals & Waste Joint Plan – consultation.
It was decided not to respond at this stage.

/01 Mower service
The Clerk asked if the mowers required servicing. It was decided to get Steam & Moorland to do the servicing again this year. As the tractor was repaired towards the end of last year, Chris said he would check what work was required.
/02 Village Noticeboard
Adrian Bury said that he was concerned about the state of the notices in the noticeboard. Some did not seem to be relevant to the village and some were just hand written notices. He thought that it would look more professional if two cases were for Parish Council notices only & the remaining case just for events in the village. The noticeboard has always been available for everyone to place notices & it was felt that it should continue to be so. Adrian was thanked for his comments.

The date of the next meeting will be Tuesday March 25th.
The Annual Meeting was provisionally booked for Monday May 12th.

This application was discussed. There were concerns regarding any light pollution from the site. The Clerk will email.

1401/08 New Business
/01 Parish Council laptop
The Parish Clerk said that the laptop which is now over 10 years old is no longer fit for use. It is extremely slow especially when using the internet. It was decided that the Clerk could purchase a new laptop with Microsoft Word, Excel & Publisher.
/02 Dog Fouling
The increased problem of dog fouling in the village & near the play area was highlighted again. It was decided that a request for people to clean up after their dogs should be put in the next Cryer but should be on the front page this time.
/03 Fracking
A recent article in the Gazette & Herald referred to a gas plant at Ebberston Moor & Lockton Compound. It was not thought to be in Lockton Parish.

Minutes of the Meeting of Lockton Parish Council held on Monday December 2nd 2013 at 7.30pm in Lockton Village Hall

1312/04 Matters arising/ ongoing:
/01 Village well
Another resident has complained about the state of the wall. David Stephenson has said that he has contacted Clair Shields at NYMNP to see if she can encourage the stonewaller to start work soon.
/02 Undergounding electricity
Chester has been contacted again about the wayleaves over his land & has a new map of the work. He has concerns that residents should have a meeting with Northern Powergrid in the near future rather than leaving it until just before work starts. The Clerk will contact Mick Allard to arrange this.
/03 Sewage blocking drain
Still no response from Building regulations. The Clerk will email again.
/04 Safety on A169
There has been a meeting between Jon Hunter (NY Police), Cllr Janet Sanderson, Melanie Farnham (NYCC Highways) & some
Councillors & Clerk to discuss the safety on the A169. Unfortunately, the road meets all the statutory safety requirements and no changes will be made. The only suggestion put forward was for a group of volunteers to keep the roadside tidy by cutting the grass
and planting bulbs. However there would be no additional money from Highways for any extra grass cutting. The Parish Council does not have suitable equipment for this type of grass cutting.
/05 Highways Capital programme 2014/5
This was mentioned at the meeting in item 1312/04 /05. The Clerk has been given the email address for the department responsible for this work at Northallerton. The Clerk will email to say that the road into the village needs the work rather than Westfield Lane.
/06 Wildlife area in village
The Clerk has now received the completed agreement from NYMNP. The gardening equipment has been delivered & is in the Parish Council shed at the play area. The Clerk has had 2 keys cut for the volunteers.
/07 Parking
Firstly, the response from the Highways Searches Department regarding the Old Reading Rooms is incomplete. The Clerk will make more enquiries. Secondly, a letter has been sent to every household at the west end of the village to ask residents to park with consideration for their neighbours and to all park on the same side of the road. However this has been ignored so far.
/08 Standing orders
The Clerk has not had time to look at this yet but will at a later date.

/03 RDC – oil purchasing co-operative
This was discussed but it was felt that there would not be enough people interested as some have contracts combining boiler service & oil deliveries.
/04 RDC – precept for 2014/15 – need to review budgets
The budget for next year was discussed and it was decided to go ahead with the third increase of £200 as previously agreed. This means that the precept for 2014/5 will be £2450. The response sheet was completed.
/05 NYCC – Remittance advice for grass cutting

/06 NYCC – Parish Council communication with Area Highways Offices
There is now an Area Customer Care Officer for each Highways Department. The ACCO at Kirby Misperton is Sharon Fox. This should make it easier to communicate with the Highways instead of having to ring Northallerton.
/07 NALC – Section 137 expenditure – limit for 2014/5
The limit for special expenditure has been raised to £7.20 per resident for 2014/5.

The Clerk reported that a gravestone has fallen over in the cemetery. This is not causing any problems but does have a small section of the base sticking upwards. The Clerk will check that this is not a hazard.

1310/01 Apologies

1310/04 Matters arising/ ongoing:
/01 Village well
David Stephenson has removed the railings to carry out the repairs. Concerns have been raised regarding the damage to the stone during the removal of the railings. The stone was already broken & new stone is to be used for the repair as agreed with the NYMNP.
/02 Undergounding electricity
Ongoing.
/03 Sewage blocking drain
There still hasn’t been a reply from Building Controls to our email. The Clerk will email again. An email has been received from Mary Lloyd regarding the drain by Pond Farm. This drain is not connected to the sewer.
/04 Safety on A169
The Clerk has tried to arrange a meeting for Parish Councillors, Cllr Janet Sanderson, Richard Marr (NYCC) & Jon Hunter (NY Police) without success. Some are on holiday this week as it’s half term so hopefully it will be arranged next week. The Clerk will let the Councillors know the date then.
/05 Highways Capital programme 2014/5
Cllr Janet Sanderson has emailed NYCC about this but the Clerk has not had any response yet.
/06 Wildlife area in village
The Clerk has signed the contract with NYMNP regarding the wildlife area. Ami Walker will bring the tools to be provided by NYMNP in the next week or so. The Clerk will get two keys cut for the shed for the volunteers.
/07 Beech trees in churchyard overhanging road
It was decided that the crown lifting should be done by David Bayes. The Clerk will contact him.
/08 Parking – now including parking at the cul de sac end
Firstly, the Old Reading Rooms. Adrian Bury’s contact at NYCC has passed our enquiry to the NYCC Highway Searches department. The Clerk has emailed them a map of the area but has not had a reply yet.
Secondly, the west end of the village. A letter has been received from Simon Fisk regarding parking at this end of the village. The Police were called recently as cars were parked blocking the road. Unfortunately no one from this end of the village came to the meeting with PC Andy Marsden to discuss this. It was decided that the Clerk will write a letter which the Councillors will check (& amend). This will be delivered to every house at that part of the village.

This has already been put on the village noticeboard.
/02 RDC – The Ryedale Plan – Survey of Village Facilities
The Clerk has already replied to this survey as the only facilities in the village are the village hall & play area.
/03 NYCC – household waste recycling centres – consultation & poster
The poster will be put on the village noticeboard. The consultation was discussed. There were concerns that too many restrictions would lead to more fly tipping. Also there were concerns on the definition of soil/rubble as David Stewart reported that when he has taken ash from his solid fuel boiler to the tip this has been refused even though it is household waste. The Clerk will email.

This does not affect Lockton.

The Councillors agreed that it was preferable to keep to the current scheme of 2 Councillors signing a cheque.

Lockton Parish Council does not appear to have any official Standing Orders. There is a ‘model’ set available. The Clerk will adapt these for Lockton & will email to Councillors for comment.

1309/04 Matters arising/ ongoing:
/01 Village well
Ongoing. 
David Stephenson has asked if he can put a plaque by the seat as he didn’t put his work logo on. This was agreed. The Clerk/ David Stewart will let him know.
/02 Undergounding electricity 
The Clerk had emailed Mick Allard at Northern Powergrid to request an update. He replied that an updated programme should be available shortly & he would then be in touch. Northern Powergrid will service the street lights free of charge when the undergrounding work is complete.
/03 Sewage blocking drain
The Clerk had emailed Building Controls but had not had a reply yet.
/04 Audit
The completed form has now been received from the external auditors. There were no comments. The Clerk has put a copy on the village noticeboard to comply with the regulations. There is no fee now for an external audit for Councils with an income of less than £10,000.  
/05 Safety on A169 
Another letter of concern has been received from a resident at Saltersgate. The Clerk (as well as Carol Brown) had phoned the owner of the field alongside the A169 where the hedge was impairing visibility. The hedge was cut back shortly afterwards. The Clerk has spoken to C.Cllr Janet Sanderson about arranging a meeting with highways/ police to discuss the A169. Janet has emailed Richard Marr at NYCC to start making arrangements while she is away on holiday.
/06 Potholes / Highways Capital programme 2014/5
The potholes outside the village hall have now been repaired as well as several others around the village. The Clerk has mentioned the Capital Programme again with C.Cllr Janet Sanderson & she will make some enquiries.
/07 Wildlife area in village
There are now five volunteers in this project. The area was prepared by 2 volunteers, 3 co-opted residents & Jason Winspear using his machinery to do the hard work. Chris King was asked to just cut round the edge of the area for the rest of this year. Ami Walker from NYMNP is going to prepare a contract with the Parish Council for the project & will then provide tools for the volunteers. These will be kept in the shed on the playing field.
/08 Beech trees in churchyard overhanging road
The Clerk had met Mark Anscliffe from NYMNP to discuss the trees in the churchyard which overhang the road. Permission was given to have some work done on the tree nearest Bell Cottage after the 6 weeks notice period. This will be discussed at the next meeting. Mark also looked at the Horsechestnut tree on the green but this requires no action at the moment.

The report for this year has now been received. The inspection has been carried out correctly this year & does differ from previous years. Some faults were found. The report will be passed to the Playing Field Committee.

/01 Parking
The owner of the Old Reading Rooms had informed the Clerk that he had discussed parking outside the cottage with PC Andy Marsden. He had also discussed this with someone at NYCC who had stated that the paved area was not highway. He was going to put a planter there to stop any parking. There were concerns that the planter was a hazard there especially in the dark and so it was hoped that his insurance covered any incidents. The Clerk had checked back through the minutes to 1992 when the area was paved & enclosed. The minutes show that this was reported to NYMNP who stated that this was highway and so it had then been reported to NYCC. The Clerk will find out who his contact at NYCC was & would discuss the matter with them. 
/02 Thornton Ward meeting 
The Clerk had attended this meeting last week. A representative from the Forestry Commission had attended. There were concerns from all the villages that the Forestry does not communicate with local villages & this had got worse over the last couple of years. It would appear that the Forestry does not have anyone responsible for communication. The Clerk had raised the issue of the Hunt’s annual Ride & Walk event which raises funds for Yorkshire Air Ambulance that might not be able to go ahead again next year because of charges imposed by the Forestry.

Ian Burkitt, the NYCC Highways inspector has issued an order for pot hole repairs to be carried out by the village hall. He will keep an eye on them & tip a bit of tarmac in them in the meantime.

Four people have volunteered for this project. The area required by the NYMNP needs to have had the grass regularly cut. The churchyard had already been ruled out & the play area was not suitable. At the cemetery, the area at the back of the Methodist end which is currently unused was agreed as a suitable site. The Clerk will email Ami Walker at NYMNP with details of the area & the volunteer names and will meet her if necessary on site.

David Stewart requested that the Council obtained the copyright on the bench.

This had been discussed at a recent PCC meeting. The PCC did not agree to having a wild flower area in the churchyard but were in favour of allowing sheep. The Clerk will contact Les Welburn to see if he would like to use the area.
/08 Recent Parish Forum
Jennifer Halmshaw & the Clerk had attended this meeting. It had included a discussion on ash trees. The current thoughts are that these should not be cut down. Also high speed broadband should reach Lockton in 2014. Fracking & gas exploration within the National Park will be discussed at the next meeting.

1306/04 Matters arising/ ongoing:
It was decided to rearrange the order of the meeting so that the items of interest to Janet Sanderson were first. She had come to the meeting even though she had only returned from holiday that day.
/06 Safety on A169 
The Clerk had sent emails to PC Andy Marsden, NYCC Area 4 & Cllr Janet Sanderson regarding the safety on the A169 following the fatal accident. Janet had sent emails while on holiday to NYCC. They could do nothing until the Police decided if there were any prosecutions. She would then arrange a meeting between Lockton Councillors, Richard Marr from NYCC and possibly the Traffic Safety Officer John Hunter. As it was said that there were often minor accidents in this area, it was decided to ask for details of any incidents involving local residents in the next Cryer.

Liz Stead arrived & offered her apologies for being late.

1306/05 Correspondence:
/09 NYCC – Highways Capital Programme 2013/4 & 2014/5
This programme included work on Crossdale Road, Westfield Lane & Back Lane. The Parish Council had not been consulted on this. £85,938 was to be spent on Westfield Lane. It was considered that there were roads with a higher priority than this such as the road into Lockton, outside the village hall, Hudgin Lane & Mill Bank Lane. Janet said that she would make enquiries about the programme & follow up on the potholes.

Janet was thanked for attending the meeting & then left.

1306/04 Matters arising/ ongoing:
/01 Village well / village seat – where/base
David Stephenson has almost completed the bench & then would be ready to install it. Its exact position would need to be decided & this will be discussed at the next meeting. David suggested that each leg should be concreted in & the area under & in front of the bench should have hardcore which he could arrange. It was decided to ask David if this was an extra cost for the Parish Council.
/02 Undergounding electricity 
It was decided that more information needed to be obtained regarding the street lights.
/03 Sewage blocking drain
NYCC had replied to the email saying that this arrangement with sewers having grates was common practice. NYMNP Hilary Saunders replied that sewage issues were the remit of the North Yorkshire Building Control. The Clerk will make enquiries.
/04 Audit – completion of section 2 of audit return
The second section of the audit was discussed & completed. It was signed by the Chairman & Clerk. The internal audit will be finished completely within the next few days & the Clerk will then send the form etc. to the external auditors.

 All the paperwork for the insurance has now been received.
/07 Rental of parking area by shop 
The Clerk had visited Mark Stephensons (the estate agents for the shop) who had contacted Robert Birmingham. He has paid the rental for the next year.

The Clerk has contacted Aon as their quote was based on our asset list from 2011. This has resulted in a revised quote of £303.50. The Clerk has checked with Aon to confirm that the cover is adequate as the quote is so much lower than Zurich and much lower than they quoted 2 years ago. Aon stated that they had completely revised their Parish Council insurance & so were now able to offer a much more competitive quote. It was decided to change the insurance to Aon.
/06 Solar Panels / article 4 directions leaflet
An email from NYMNP Planning regarding solar panels states that solar panels should not be placed on the front of houses where visible from the road. However they can be put on small outbuildings in back gardens even if they can be seen from the road. Some revised article 4 directions leaflets have been received from NYMNP Planning & the Clerk will post one to any future new resident.

/01 Village well / village seat
Clair Shields from NYMNP emailed to say that she had reminded the stone waller regarding the well. He would work with David
Stephenson when the weather improved.
/02 Undergounding electricity
A letter from the NYMNP states that Northern Powergrid are starting to consider the undergrounding of electricity in Lockton. The Clerk will email Mark Percival at Northern Powergrid to find out if this is correct as he had said that all this work was on hold. If work is restarting, the Clerk will ask if a representative will attend the next meeting.
/03 Mower service
The mowers have been serviced by Steam & Moorland. (Hopkinson & Sons). There were fewer additional items added to the bill. Components were checked rather than replaced so the bill was much lower.
/04 Undergounding electricity – on agenda twice in error.
/05 Parking & signs
These have now arrived. Jennifer Halmshaw will arrange for one or more to be erected at the far end of the village.
/06 Sewage blocking drain
Ailish Lilley from RDC environmental health department came to check the grate. She later returned with someone from Yorkshire Water & confirmed that this was a sewage pipe which went to the sewage plant. Box Tree Barn had connected to this as advised. There was concern that this could block again. It was felt that a sewage pipe should not have open grates on to the road. The Clerk will email NYMNP Planning & NYCC Highways with our concerns.

1304/05 Correspondence: 
/01 NYMNP – Article 4 directive leaflet
Residents had expressed concerns about new residents not knowing the implications of the article 4 directive. The Clerk had emailed
NYMNP Planning & they will send some new leaflets. The Clerk will put a leaflet through the door whenever someone new comes to the village. The Clerk had been contacted by NYMNP Planning about the work at Fern Cottage. This was being investigated. Concerns were raised about the solar panels at Fern Cottage as these can be seen from the street. Other residents had asked about having solar panels and had been refused. The Clerk will email to enquire about the rules for solar panels.
/02 RDC – County Council election posters
These have been put on the noticeboard as required. 
/03 RDC – Electoral roll amendments

/04 RDC – Contact details for Parish Councils
RDC will no longer issue updates on contact information for Parish Councils to other organizations. This will be kept online only. 
/05 YLCA – membership renewal
The way membership costs are calculated have been revised this year so that there are fewer bands. 
/06 Littlejohn LLP – audit 2012/20 13
The accounts will be prepared for the next meeting.
/07 HMRC – Annual Return required
The annual return for 2012/3 has to completed by May 19th.

/09 Aon – Parish Council insurance (our previous insurers)
Aon are offering at least a 30% premium reduction on Parish Council insurance premiums. The Clerk will ask for a quotation.
/10 Autela Payroll Services – Parish Council Payroll system
No interest.
/11 Any late post – NYCC Coastliner bus service changes
For the summer timetable, the two morning services to Whitby will be express services from Thornton to Whitby. This means that they will not stop at the lane end and this journey will no longer accept fare concessions. The other services are unchanged. A note will be put in the next Cryer.

Jennifer Halmshaw asked about who should be informed about a problem with the seat on the aerial runway. This will be passed to the Play Area committee.

The next meeting will be the annual meeting and will be on Monday May 13th 2013 at 7.30pm.
